i have to sand awkward to reach places on a steel bike frame. sandpaper rips too much
is there some sort of sanding cloth i can run between those crevices or what

There's 'sanding mesh' you could look into.
It's basically just a flexible light file at that point, but you can do the ol wrap-around towel shimmy with it to get inside hard to reach places. It's just down to finding mesh that isn't for light work like plaster or soft wood. They exist, but not super easy to findd.
Otherwise, you can get cloth-backed sandpaper that's less prone to tearing/ripping. It's literally sold under 'sanding cloth' in most cases. Far more flexible/bendable/shimmy-able than straight sandpaper.
