Deceiving and killing a would-be child molester because you're their first target is decidedly True Neutral. Why is there a "Lawful Evil" tag.
Kapriel is a very bad person who does a lot of good work. Like he is a straight up eldritch abomination of inherent ethical problems (his power is nonconsensual mindreading) who constantly abuses his abilities in both grand and petty ways, but also he's constantly running around saving his ungrateful cousin or genuinely just trying to hold his country's government together under outside pressure. Note that he did not do a pre-emptive strike here even though he absolutely could have, but waited until the exact moment that the man really did try to touch him and proved he couldn't be trusted with his own thoughts and desires. That is characteristic of who he hurts and why. To me that is lawful evil: exercising restraint towards those you know do not deserve it but gladly repaying an evil inch with an evil mile.
Which is exactly what's going on here: he put someone who had a stray "wow, when did Kapriel get so hot" thought in a compromising situation to see if they'd actually do something wrong.
