im not sure how much to read into the outis-clone thing. or, like, where even to start with it, really. what i do know, however, is that outis does have an uncanny resemblance to another women we know. one intimately related to the smoke war. one with a noted connection to R corp. one probably powerful enough to clone herself without consequence.
another interpretation i saw of that scene (and not necessarily a competing one, mind you) is that the head is playing the same role fur outis that the gods played in the odyssey. i dont have much to add to that i just really like that.
