the council of creatchures is kinda like the UN in that it's made up of a bunch of representatives from individual creachur collectives. so there's not really one sepcific leader, but depending on which type of creachuir you're thinking of becoming you can talk to a certain council representative.

i may not entirely understand why everyone picked me as matriarch but you bet your ass im gonna do a good job at it
