the council of creatchures is kinda like the UN in that it's made up of a bunch of representatives from individual creachur collectives. so there's not really one sepcific leader, but depending on which type of creachuir you're thinking of becoming you can talk to a certain council representative.

god who knows. with how much overlap there is between the enclave and CESA y'all could probably just join the council as one entity?
