Yep. Turned out to be the power supply. It's weird how it provided some power (lights on the motherboard), but not enough to turn the PC on. My friend replaced it with a white 650w power supply and it works again. I think the white gives my PC personality lol. It used to have an RGB liquid cooling system that was replaced with a big cooling tower.
I ran the PC for a few hours, did some gaming, and it seems to work as if nothing was wrong. The storm most likely didn't cause this. It was probably going to crap out on me eventually.
