It's Louise from Touhou 5 ~ Mystic Square! The story for this Makai resident goes that she was a participant of an (unwarranted) tourism business to Gensokyo, and was promptly stopped by the protagonists while they were en route to investigate the cause. Despite her intent being harmless, and even being surprisingly polite, she was still roughed up and never was seen making it to Gensokyo.
