I did a search for a free alternative that had everything I needed in a writing app, that also had the browser & mobile capabilities of Google Docs and settled on the following for my personal needs:
I was able to backup all 20 of my Google Docs files by downloading them as OpenDocument Format (.odt) and then upload them into Zoho Writer within minutes. They all kept all of their formatting, including the headers (which was my biggest worry because of how long and organized via headers my docs are)
It has a dark mode, a mobile app, works in any browser, and has all of the basic functionality of Google Docs based on brief testing. Including the sharing as a link for people to view it. As a bonus, I actually like the layout of it better than Google Docs, personally.
If nothing else, it works as a temporary alternative until you can find something that suits your exact tastes.

EDIT: edit to post title for my error in assuming the policies causing this were new. They aren't, they just only recently were enforced in this way for one author (possibly more based on the comments of the original Instagram post about this) and it could be due to specifically sharing these types of works with a lot of people (like multiple alpha/beta readers) quickly which causes some kind of spam flagging system to check the content.
