cyberpunk fans are up there with 40kers for insisting the goofy thing meant to be read like a text is real and we can break it all down concretely. christ on a cracker, the authors are contradicting themselves from sentence to sentence. Do what you want with it!

this is sponsored by "the text writing an entire chapter on how NCPD might just be law agencies plural, kind of like when Toronto's dumpster trucks were privatised, but it's still called NCPD" gang. meanwhile MAXTAC is an independent contractor but referred to as "the last bastion of NCPD"

a lot of Tal's writing for this setting is self contradiction followed by "well you read it wrong, it's actually this particular way we now find novel." mostly caused by straight on copying and pasting from the 2020 rulebook with some slight variations. it seems to be the only way the setting can reinvent itself to be less offensive, but as an exercise it means you're making your own text on a case by case basis.

that being said, I've been on the R. Talsorian discord for a goodly while and they generally don't intervene on what is and isn't canon unless it's something that affects gameplay, so while it's bad I don't think this is 100% the fault of the authors

like, apparently staff do double and triple check things with Mike Pondsmith. they also don't share everything Mike considers canon since that'd be silly and counterproductive. this is very soft SF. even the economics that I think are very well realised and are RED's true clockworked element is littered with concessions to play over of making sense

like someone who really likes making clockworked worlds in her ttrpgs, you still have to step back and realise this is a niche. it's no substitute for a good story either
