According to Wikipedia, Herodotus only mentions body-wrapping as a feature of upper-class mummification. Now this could simply be a case of him not paying too much attention to the middle and lower classes' funerary rituals, but it's not too much of a stretch to imagine them omitting a step as laborious and expensive as wrapping up a dead body in approximately 150 meters of linen.

What I'm getting at is the Pharaoh killed and mummified at least a dozen nobles and/or priests - and only just now, at least two months after the first of them was killed, does he realize the gravity of his mistake.
