Gamesfans: which would you rather see in an urban sandbox type setting/adventure?

Either:

Option A. A "what happens if the players don't get involved" type list for each major faction and/or happening.
Option B. A more detailed faction list with assets and goals for each. Mausritter type dots for assets. FitD type clocks for goals.
Option C. Some combination of A and C.

Option A. Both are useful, but A. helps a lot with making the world feeling alive and not just a series of events waiting for the players to visit and trigger them.
