Yes and no! The process for making your blood cells (haematopoiesis) does actually start within the bone marrow of big bones, but for some white blood cells, the spleen and thymus are much more important for their actual maturation and activation that allows them to exercise their function.
What the bone marrow has is a gigantic supply of what we call common myeloid progenitor and common lymphoid progenitor cells, which are a kind of stem cells that are committed to a specific set of paths for making new cells. Before you develop a bone marrow, the spleen, liver and lymph nodes (which develop earlier) have this stock of progenitor cells, so blood forms there.
