If I'm remembering correctly, they (texas) also threatened secession during the Obama and clinton administrations. It's nothing new. They just need to be loud and do it every once and awhile to feel important. It's like all those people who say they'll move to Canada after an election in this country. They just want to complain loudly. I think about how hard it would be for me to emigrate to canada, even as someone who ostensibly has dual citizenship, and I know not a single one of them is ever going to put in the effort to do twice the amount of work I would have to. They all want their side to win, but not a single one of them is going to put in the work to actually do it, that's for someone else to do and dangle down some coattails to grab onto.
