Musicologists have traced early honk as far back as the late 19th century, when the advent of steam-powered fog horns coincided with the development of ragtime, but this style of honk is only attested by later recordings when it was already an established tradition.
(Note, it has come to my attention since uploading that Ford did not provide klaxon horns as standard equipment until the 20s, so the vocalist's horn must have been an aftermarket installation, as was not uncommon at the time...)
