Almost.
You can beat every single level without once touching the Boost, the Spin Dash, or the Wispon. It makes Sonic Forces' terrible linear levels into boring, grindy slogs punctuated by pointless QTEs, but you can do it. You can also beat every boss... except the final boss, whose final segment demands that you use the Boost.
