From an orchestration perspective, the oboe has a distinct and commanding timbre - instantly recognizable - that makes it ill-suited for background. It likes to always be in the forefront of the texture, hence a reputation as a 'prima donna' or an instrument that won't 'hang out' with the rest of the woodwind section. Or, in the case of this lecture, a 'naughty boy' who won't play nice with the rest!
