The Protectorate of the Waters is officially patroned by one of the major spirits of Connecticut which is not a water spirit: Ghi-In-Allanu-Um, the Charter Oak. Once the spirit of the actual tree, it has prospered despite the destruction of the Charter Oak a century ago due to the extreme reverence with which the remains were treated. It is now the leader of a powerful spirit court in the city of Hartford, combining within itself the nature of trees, deception, rebellion and independence. Ghi-In-Allanu-Um is a strong supporter of young packs and tends to support upstarts against establishments generally, which has kept the protectorate dynamic, but has caused recurring issues when packs within the area don't like its rather unfocused meddling with human politics or its tendency to appreciate falsehoods.
The main spirit forces of the region, however, are focused around the conflict between the Three Courts of the Waters, which each claim their dominance over the sea and rivers.
Za-Bhikagh-Harran-Galagh, the Pearlescent Fortress, rules over the Court of the Deeps - a massive spirit of oysters and shellfish who commands the loyalty of the fish and shellfish spirits of Long Island Sound, along with several of the current-spirits and sea plant-spirits. It has only some hold over the rivers but is very potent in the Sound. It is of the belief that humans have been cowed into obeying it after years of warfare against it, for they have begun working to preserve shellfish in the Sound; it does not otherwise understand them very much. It is the oldest of the three sea kings, and easily the most inhuman. It despises the Court of the Electric Boat, seeing their encroachment on the natural world as abhorrent, and it has grown to be a much angrier feud than its older rivalry with the Hunter of Leviathans.
Ma-Isur Adham-duhun, the Hunter of Leviathans, is a spirit of fishing and whaling. He rules over the Court of the Carved Hunter, spirits of fishing, of whales, of sailing and wood. His are the spirits of hand craft, conflict with nature, and human expansion. He is the second oldest of the sea kings, and he is on a downswell, for many of his sources of Essence have slowly faded over the decades. He strongly supports humans controlling and taking advantage of nature as part of his longstanding feud with the Pearlescent Fortress, and he is strongest along the rivers and in the areas such as Mystic which rely on sea tourism. He is increasingly hostile towards the Court of the Electric Boat due to encroachments on his territory by the Electric Captain.
Sagh-Ghul-Nubhand Ha-Gugh, the Electric Captain, rules over the Court of the Electric Boat, the youngest of the three sea courts. She is a spirit of submarines and, more generally, technology, particularly weapons. Her court is made up of industrial spirits, weapons, development and ship spirits. She has the fewest nature spirits within her domain, though a number of sea spirits have joined her, as she is ambitious and growing. She tends to be focused most on seizing power from the Court of the Carved Hunter, but natural disaster and her reliance on the sea has meant she cannot ignore the Pearlescent Fortress.
Foreign aquatic spirits, such as the penguin spirits that make their homes in the state's aquariums, tend to serve as neutral groups between the courts, relaying messages in exchange for Essence. The spirit of the Connecticut River, Umun-Id-Segh, is also neutral, maintaining itself as independent due to its ties to the Blood-Red Hart. It is quite powerful, and all of the Courts have allied with it before to attack the others, but none can claim its loyalty, though many of its progeny favor one of the courts - most often the Deeps or the Carved Hunter, but a few have joined the Electric Boat after being affected by dams or other developments.
