Well I found out that I still had Steam installed on my C:/ drive, and thus all of my screenshots were going there (I had long moved my library to another drives) so I uninstalled it and reinstalled it to the right drive. I wanted to do this because those screenshots eat up a lot of space and my c:/ drive is tiny.
But then it wouldn't recognize the library folder I had set up previously. And I tried moving files around, reinstalling again, etc. to fix it but it didn't take.
So I have to reinstall "everything." But I guess it's a happy accident as it got rid of a bunch of games I don't play anymore but was too stubborn to delete.
