There's a few I was half and half on.
Ging is someone who I don't think is likely because he hasn't done anything, but a lot of licensed shonen games love to do the thing where they make the cool, distant endgame characters playable when they haven't actually done anything (I'm mostly thinking about how almost every One Piece game has made Shanks playable)
