it is from a phonics book distributed by the canadian government in 1903 (https://archive.org/details/publicschoolphon02torouoft/page/93/mode/1up) with no artist(s) credited. some of the illustrations are signed by an Alice Sargent, but not all of them. (apparently alice's wikipedia page was deleted for being insufficiently notable and lacking actual information about her life. https://deletionpedia.org/en/Alice_Sargent_Johnson)
the book was published while louis wain was alive. wikipedia doesn't mention him ever going to canada, but alice sargent apparently lived in staten island all her life and did wor for american magazines, so... who knows, hahaha.

thank you for the detailed reply! i went off on a search on my own to see if reverse searching might pull something up, but my results are the same as yours leading back to that one little phonics book. ;-; i wish the old books had illustrator credits. these little kitties are so cute; and i just want to say that i love your blog and the treasures you share from forgotten times!
