Every time someone who isn't either a) already of a socialist bent or b) developing in that direction identifies a problem that is very clearly caused by capitalism this is a standard hedge to avoid having to consider that the problem will require revolutionary solutions; "capitalism may not be the only cause, therefore it's not a cause and we don't have to do anything about capitalism to solve this problem, in the face of all evidence to the contrary".
