So okay, we've worked with a dog rescue for many, many years:

This is pretty concerning! You say "new neighbor", is this really new? If so, there could definitely be reasons. On e obvious one is stress or anxiety at a new home, especially if the dog is a rescue, and as it gets used to the new environment it will stop. It could also be something like an attempt at crate training that is, while probably not being done incredibly well, not a sign of neglect, and it will stop as the dog gets trained. Conversely, do you ever hear shouting at the dog or anything else that would indicate an adverse relationship with its person?

tbf i have little experience with dogs indoors. i associate incessant barking with a curled up hedgehog or a frog or people on the street, it's also affected by personality. my best case scenario guess would be that it's in a room with a cat and it's barking at it like a dumbass. still weird, don't people inside the house find it annoying?

There's a chance that some crate training is happening? But, tbh, the only surefire answer you're going to get is by either yourself, or a friend, asking the neighbor about it. Taking caution as needed, ofc
