I think what you might be looking for is the Playable Layers animation controllers, specifically the Base (for general locomotion) and Action layers (for things like the AFK animation). The defaults for both are provided with the SDK.

As mentioned there, the base layer uses avatar masks - so if you're duplicating the default (which I believe is in the file Samples/AV3 Demo Assets/Animation/Controllers/vrc_AvatarV3LocomotionLayer.controller in the VRChat Avatars SDK package, without opening Unity to check), you'll need to adjust the mask so that things using legs are now using hands.

Once you've created one, click on that controller in the VRCAvatarDescriptor to change it from the default to a selection box.

(Can't help with the actual animations side, the furthest we've gone is swapping out the AFK).
