The first thing I think of is some sort of FPGA embedded into a chip (that's used for firmware). But I don't think that's insane enough for whatever solution you're hinting at.
The close comments make me think its the AMD managment core or misusing a less integrated BMC. A smart NIC might also be coaxed into that job but those are too new, too big, and too expensive for a laptop.
The comments about suicidal firmware engineers make me think some kind of alt ISA mode on a Transmeta core runming alongside the main x86 one (A new processor crime that I also want to exist)
