I highly recommend Svelte if you need anything more than "a static page with links": https://svelte.dev/
You can even set it up to output a completely static HTML + CSS website with no JavaScript bundles to download!
i love doing searches for like, "neocities templates" / "geocities templates" "static page template" stuff lke that, especially if you tune the results to MANY years ago, seeing the neat things folx were doing. It's how i found the base for the corkboard for https://toydragon.xyz
