The BMO (Bureau of Metahuman Operations) avoiding too much direct heat from the government or other state funded superhero organizations for not going after the Korps by just, leaning in to them being such a comparatively low budget group. Use the fact that other superhero orgs get all the budget and backing and stuff to their own advantage.
"Gosh we can barely handle the usual supercrime that pops up in our territories, it's a struggle to retain what Supers we do have on the payrole, golly our budget is soooo small we couldn't possibly go after any wild theories about this huge well funded corporation like The Korps"
Proton is probably a major liason to get them to work together and maybe throw up some SUper Fight smokescreens to keep the Assholes from getting too suspicious.

Proton's Doctor Nightmare persona started as a counterintelligence op to throw Asshole Government Supers off the Korps's trail. If one was sniffing around Vinburg or trying to attakc directly, he'd don the skull, interfere, beat both sides and get away cackling about how he was the true master of villainy.
Or he'd take credit for stealing some super weapon or something.
