Is this specifically telling police to not fight or is it a general public advisory against fighting

i'm just imagining this inadvertently reading off as an advert for a way to find other fighters

if you win, you'll be sent to jail, where we send people who win fights,

I'd translate it as "fighting is against the law. You lose? Hospital. You win? Jail". Using my best "you wouldn't steal a car" style voice.
