Seeing how those boards are usually press-in letters which are raised she sure as heck knows what it says. Also this is a reason I don't really use alt-text for my comics, they rely on visual gags and that's just not in the blind and vision impaired lexicon of story telling and humor. I may write short story vignettes for a blind and vision impaired audience at some point where visual stuff is replaced with sound descriptions and all sorts of other stuff. This all started brewing as an idea when I learned about how sign language is far different than spoken language when written by a deaf person compared to a hearing person. Heck I could even start writing the alt-text in a blind friendly way which would even help to further mess with any attempts to use alt-text and images to train AI.
My reading of the way this was handled in the show is that, during the events of AtLA, she had not learned any relevant letter or word forms. After all, one presumes that any education she received in her infantilizing home life to that point would be via private tutor. Since there's embossed/carved typography all over the Four Nations, I always assumed that Toph didn't know the meanings of any of the glyphs she encountered, including the ones her bending nevertheless revealed to her.
