Dwarves - Humans
Halflings/Gnomes - Elves
That's the conclusion I reached
"goblin" should be a grab bag of whatever small critters are running around the area
what was that little dude on top of the bookshelf? Goblin. Scurrying around the dragon? Goblin. Hiding in the trees? Goblin. It's just goblins don't worry about the details
