I think it's for store displays, for packaging with the hook on top. By having a spring behind them you prevent popular products from looking sold out because the last ones are hidden behind other products when looking from an angle.
Having a display without holes in it also looks neater.
I thought I remembered it being a toilet paper holder. But looking now I can't find it on amazon anymore. So... who knows?
