BoF3 showed character growth in so many small ways. Easily the best of the whole series.
BoF 3 and 4 (and perhaps a lot of Capcom's stuff around that time) feel like the culmination of years of 2D game art and a perhaps a last hurrah before 3D becomes the sort of default.
