Batman's no killing rule is criticized because of Joker being an insane monster, but Batman's no killing rule was made long before Joker turned into a monster. Back when he was just a clown theme gangster.
Joker didn't turned into a "force of nature" until after Batman's rule was a core part of Batman's lore. And I say Joker was made worse because Batman will never cross that line. Joker's reign of terror is not a fault of Batman. It's a fault of the writers trying to do... something. I don't know what to call it but a wise woman said like "Whenever redemption becomes the end goal the writers make the villains so much nastier." And that says a lot about a lot.
Like how internet trolls become impossibly evil when their guaranteed free reigned. And the equivalent to a political party when they know the other party won't do shit.
