I'm also posting this as a bump, if anyone else knows games that are not on here, (or even mods that turn you into a feral/anthro dragon!) please let me know! I will add it to the list :)

Altered Beast (1988) has you transform into basically a dragon in stage 2.

Dragon Spirit (1987) and Dragon Saber (1990) are two shooters where you turn into a dragon (play as it the entire game).

Does riding dragons count? If so Drakan: Order of the Flame and Drakan: The Ancients' Gates both make your companion dragon a very important part of the game. Lair is another dragon-riding game, tho it kind of sucks. then Panzer Dragoon series of course.

since you didn't have Panzer i'm guessing riding doesn't count.

Dragon Rage: PS2 game about being a dragon. You are a dragon called Cael in a fantasy land where orcs are kidnapping dragons and juicing out their dragon magic. You break free of one of these facilities and, using your magic elemental breaths, wreak havoc in freeing other dragons and collecting eggs to raise into baby dragons. Most gameplay is flying/combat based.
Divinity 2: Ego Draconis: fantasy RPG that came out on many platforms - Larian Studios is more famous for Baldur's Gate these days but this was an earlier game of theirs. You play as a dragon slayer who is then turned into a dragon kight - someone who can shapeshift into a dragon. You unlock the shapeshifting powers at the halfway point of the game, alas, but as a dragon you can fly and breathe fire etc. As an RPG you pick your player's gender and appearance, although you can't do much to change the dragon's appearance.
Divinity 2: Flames of Vengeance: same as Ego Draconis but remastered AND has an extra segment of story added to the plot, like an epilogue or sequel.
Dragon Commander: another Larian Studios game where you have rocket propelled dragons. I have not played this one, no idea what it's like.

Also I notice in your google doc you just have 'Spyro' as one game, there are in fact three very different Spyros:
Classic Spyro (or the remastered Spyro Reignited Trilogy ) - you play as a cute purple dragon solving puzzles, setting fire to enemies and doing some platforming
The Legend of Spyro - edgy reboot of classic Spyro, you are the purple dragon, born once every 1000 years, and you must master the four elements and defeat the dark master. Lore heavy dark fantasy spin - if you are wanting a game that's lots of epic dragon lore, the Legend of Spyro trilogy is good (IF you can get over the concept of 'they made a grimdark spyro', which I still giggle at)
Skylanders - I have not played Skylanders but Spyro is in this one too. You collect characters and can play as like, 100 different guys, many of whom are dragons. Collect characters, solve puzzles, get into fights.

ahh thank you, I will try to remember to update it tomorrow with these games as well! as for Spyro, that was the first entry and then I forgot to flesh it out. oops
I don't want to add 37 of the same game franchise so I'll see a way to Compress it, probably will type it in the notes!

Dungeon Crawl Stone Soup has a "Draconian" species option - "human-dragon hybrids" in the lore but effectively anthro dragons (their wings are not visible on the player by default, but you can edit them in in the "edit player tile" menu). Also Dragon's Wake is a game where you play as a dragon, which I have on Steam but have little recollection of playing. Might be good?
