i think valve should change the steam workshop so that users can download any workshop mod for any game at any time regardless of if they have the game on steam or not
mainly thinking about this for β reasons but also like
if you have a game through gog or some other Officially Sanctioned Channel. it'd let you access steam workshop mods instead of them being locked to that ecosystem unless someone's uploaded them elsewhere
