I don't know too much about the inner machinations of SMW's hacking hub, but the vibe I get is that pithy things like "submission guidelines" and "quality control" prevent the most interesting/baffling pieces of outsider art from taking root there.
Sometimes, however, beauty still slips through the cracks.
