No rebel allianceto start with, just a group of people who are willing to die for a better world. Make the Empire feel just impossibly powerful and force the PCs to fight for every inch that they take. Really lean on the pressure that the rules can put in the players, with the more strict healing rules and desperate consequences that are truly desperate.
