https://lambdalegal.org/helpdesk/ Lambda Legal is a national org, rather than a local one, but its helpdesk service is knowledgeable regarding legal matters of trans-ness across different states and can help refer people to more local resources; i know they also maintain a list of local organizations that assist with stuff like name-changes and gender marker updates.
