My initial thought was the cards go back in the deck and get shuffled. But if we start thinking about discarding or not shuffling, that's where the spice comes in.
Drawn cards go into a face-down discard pile.
Draw The World: 21, discard all cards except The Fool.
Draw The Fool: 0, shuffle all cards together including The Fool.
