Such devices were the most common method of separating peanuts from their plants before the invention of the combine.
A stationary picker would sit at the end of a row of peanuts or other convenient spot, and the whole plants brought to the picker for the peanuts be picked off the plants.
The picker could be picked up and moved, but was not mobile itself.
This wheel held a belt that delivered mechanical power to the picker.
