Tyilinmon and Vajramon are both super underrated and I think they'd make good TF material. (Black)WarGreymon is very good too; I've seen some people become WarGreymon toys.
Lucemon is my favourite Digimon, so I wouldn't call them "underrated," but I have never ever seen a Lucemon TF, real or toy.
