It should be noted that these policy changes did not require action from congress, meaning they could've been implemented at any time during the past 3+ years, BUT WEREN'T! How weeeeird.
It's almost like the guy's polling is cratering in an election year due to that whole "not having a problem with regular discoveries of mass graves" thing and he's panicking, but not enough to stop the creation of more mass graves. I wonder if this will slow his plummet by half a percentage point before November?
