This bit is almost, but not quite, entirely unlike that bit (This is a reference to the Douglas Adams bit)
There are probably 4+ different explanations for this joke but I think how you interpret it says more about you/your ability to read a character.
I like the interpretation where O'Brien doesn't quite know what he's talking about because tamping force is measured in pounds or newtons, not newton-meters and that's only scratching the surface of everything wrong with the order (you can't have a single-origin blend by definition of what those words mean, the "little headscratcher thing" is called a Weiss Distribution Technique tool or WDT for short, grind sizes are grinder-specific, shots are properly measured in terms of in:out ratios and the extraction time should target 30 seconds total and is an output condition, not an input, thick crema is actually not a desirable property of a proper espresso, and a Gravis shitpost has now revealed me as being a gigantic coffee nerd).

I feel like O'Brien would know that almost every word of the order is wrong but he just tried different combinations of coffee words until he liked the result because "the chemistry might be a science but the taste for it isn't"
imagining a replicator engineer who doesn't actually know about coffee so no matter what the espresso setting was based off of like month old pre-ground beans from the grocery store
It's making me think "Bashir totally set up that custom command as a prank but the Chief liked the coffee so much it just stuck."
