I've generally found that in a normal-ish deck, 15 is a good number to shoot for. A dekc that's heavy on scoring out behind big spooky walls of ice will want more, going up to like 18, while a deck much more focused on assets and operations and shenanigans can go down to 13 (or even 10 if you extremely know what you're doing). But it's usually a good idea to start at 15 and then adjust up or down as needed.
