On one hand, Night City is full of weath disparity, corrupt cops, a military corp with boots on the ground and heavily armed police department..

BUT!

The city has a comprehensive, robust, and free public transit system, so it's hard to say whether it's dystopian or not.

Checked a walkthrough table of contents to see about how far into the game I am.

This game is fucking loooooong.

I will say the game is very good at making you go "Damn I want that ability!" in the Miracle menu. You only have so much currency to spend on these passives, so when you unlock a new set of potential upgrades they're all excellent. Shit like

  • Recover all HP/SP on level up
  • Carry More Demons in your group
  • Use any tribe-specific limit break style moves associated with anyone in your party
  • Charge the limit gauge at the start of every battle.
  • Cost to heal at the save points reduced by 25%

The tradeoffs designed here are very nice.
