Fairly certain the rise and grind culture in ROK and Japan (and less extremely everyone else) is neck-and-neck with "babies? with what money???" in reasons why you don't have enough babies in the first place.
You can't solve that without solving capitalism (eating the rich, etc..)
Then you can tackle stuff like "military life sucks," "I don't want to work for the genocide industry" and "the military is wall-to-wall sex predators" (looking at you, Canada)
