how does Kojima keep getting away with objectively silly concepts in all of his games? Is it, at this point, cultural cachet of some sorts? Like I'm seeing Sam ride the Ride With Norman Reedus bike and hear him go "this bike should be in Ride With Norman Reedus" - an outrageously immersion breaking thing - and go "heh, that's our Hideo."

I have no idea. I have no idea what separates silly [based] from silly [stupid].
But maybe the gameplay plays some part in it. You love Death Stranding not because of the story or the world, but the gameplay and the vibes, maybe. And since the story is expendable, Kojima has more room to throw wild shit at the wall and not even look at what sticks because it already sticks to him. Everyone's there to deliver packages on foot, build ziplines over a ghost forest to avoid interacting with ghosts and feel very good when they see that others upvoted their constructions.
That's what I assume, at least. I haven't interacted with the community much and I haven't read reviews or essays about Death Stranding. I just see the absence of memes, and I assume people are mostly OK with the plot without having much investment in the world of Death Stranding
