so as someone who knows very little about this stuff: how do people like, actually make those "i compressed the entirety of shrek into a 5 mb impossibly low quality gif" things

Hi i'm Junebug, the bug from online. I'm very cool and everyone who has ever met me loves me.

Usually through programs like ffmpeg: https://askubuntu.com/questions/648603/how-to-create-an-animated-gif-from-mp4-video-via-command-line
idk exactly, but if you think about gif size as "y dimensions * x dimensions * bit-depth * frames* then you can see how easily it all adds up, and conversly how you can reduce the size a whole bunch Specifically, you'd make a low-storage size gif by reducing the dimensions to something as low as 100x100, reducing the colour depth to 8-bit colour (only 8 unique colours are used in the gif) and by maybe only showing like 4 frames from each second of the movie, and also speeding up the video a bunch. For example my spinning skull (https://cohost.org/Les/post/489196-exam-board-legal-spi) is like 14KB cause its 100x100 and 8-bit colour, and only 7 or 8 frames. This sounds super smart but i'm not a good computer scientist or 100% sure of anything i'm saying.
