Has been for a while. They figured out as long as they use it like this, rather than printing it directly onto a permanent, it's a clean protection effect, or more rarely, temporary removal. Helps that they cleaned up the rules when they made Teferi's Protection for Commander 2016, so it works with tokens intuitively now.
