The EU's occasional moves to protect the public from US tech companies' more egregious behaviour are a lot less impressive when considered in their economic and geopolitical context. They'reโฆ โฆlargely just trying to make sure EU companies don't get entirely steamrolled by better-funded US companies in a way that won't threaten their broader military and "soft" power cooperation when it comes to screwing over the rest of the world.
So, basically, that means putting up regulatory obstacles that technically apply to EU and external companies, but which are aimed at the (indefensible) established business practices of US companies.
