Not to be confused with HE flour, I'd imagine. (arguably that could be an alternate term for white bread flour, "Hard Endosperm", but it's a bit of a stretch)

My first thought is it would be both armor piercing AND high explosive. After it goes through the armor, it turns into a cloud of flour that ignites with any spark.
